Chiller II Replacement

The Huntsville-Madison County Airport Authority (“Owner”) is requesting separate sealed proposals for the furnishing of all labor,
materials, equipment and services for the CHILLER II REPLACEMENT PROJECT (the “Project”) at Huntsville International
Airport, located in Huntsville, Alabama. Bids will be received by HMCAA at the Engineering and Facilities Building at the Airport,
104 Facility Way, Huntsville Alabama 35824 (the “E&F Building”) until 11:00 AM CST on March 7, 2024, at which time they will
be publicly opened and read aloud in the Second Floor Conference Room of the E&F Building. All bids must be sealed and marked
in the lower left-hand corner “Sealed Bid – CHILLER II REPLACEMENT PROJECT” with the opening time and date. Bidder
must be an Alabama General Contractor licensed by the State Licensing Board for General Contractors for Alabama
pursuant to Alabama Code Section 34-8-1, et seq. Only bids of such Contractors who are licensed prior to the date of bid opening
will be considered. Bidder must place his/her current license number on the outside of his/her sealed bid or otherwise Bidder’s bid
shall be rejected. Any bid received after the scheduled closing time for receipt of bids will be returned to the bidder unopened. Prequalification
of bidders is not required.

Electronic copies of the Request for Proposals may be obtained at no cost by emailing the Owner’s Representative, Jim Flowers,
Chief Design & Construction Officer, at Any and all questions related to the Request for Proposals and
other Contract Documents shall be directed to the Owner’s Representative in writing at the aforementioned email address.

The Project will consist of replacement of a chiller located in the concourse and any associated utility work.

There will not be a pre-bid conference. Bidders may schedule a site visit by emailing the Owner’s Representative no later than ten
(10) days prior to the bid opening.

Each bid shall be accompanied by a bid bond or certified check in the amount of five percent (5%) of the total contract amount, as
shown on the proposal form, which shall be made payable to Owner and shall be subject to the conditions set forth in the bid
documents. A performance bond in the amount of one hundred percent (100%) of the contract price and a labor and material
payment bond in the amount of one hundred percent (100%) of the contract price will be required.

This project is anticipated to be financed through a grant from the Federal Aviation Administration (FAA) and will be subject to all
requirements of the FAA as of the time the contract is awarded, including the federally required contract clauses to be made part of
the contract documents for the Project. Contractors and subcontractors working on this Project will be required to use E-Verify to
electronically verify the employment eligibility of their employees. Award is contingent upon the availability of Federal funds. This
Project is also subject to compliance with the Alabama Immigration Act.

Owner reserves the right to waive any informalities, technicalities or irregularities in the bids received, to reject any or all bids, and
to enter into negotiations with the lowest responsive bidder. Attention of bidders is particularly called to the requirements of the
Federal Aviation Administration, which pertain to this project, and to the conditions of employment to be observed and minimum
wage rates to be paid under the Contract. No bidder may withdraw his bid within 90 days after the actual date of bid opening.
