REQUEST FOR QUALIFICATIONS AND PROPOSALS FOR QUALITY ASSURANCE TESTING SERVICES AT THE HUNTSVILLE INTERNATIONAL AIRPORT

The Huntsville-Madison County Airport Authority (“HMCAA”) is soliciting proposals, to include statements of qualifications, for Quality Assurance Materials Testing (“QA Testing”) services for the 2021 Pavement Rehabilitation Project (the “Project”), which consists of a Mill & Overlay of Glenn Hearn Blvd; crack seal and rejuvenation of the loop road of Glenn Hearn Blvd; cleaning and restriping of the concrete pavement of Glenn Hearn Blvd; and Crack Seal and Seal Coat of Taxiways C, C2, C3, and E5. Digital copies of the design documents for the Project are available upon request by emailing Heath Black at hblack@hsvairport.org. A sample professional services agreement is attached hereto as Exhibit “A.”

These projects may be funded in part by the Federal Aviation Administration (“FAA”) Airport Improvement Program (“AIP”), the Federal Transit Administration (“FTA”), and/or Passenger Facility Charges (“PFCs”). The selected firm will be required to perform the QA Testing services in compliance with all Federal Aviation Administration (FAA) regulations that are applicable to an Airport Improvement Program (“AIP”), Federal Transit Administration (“FTA”) or Passenger Facility Charge (“PFC”) funded projects. All work will be subject to FAA/FTA approval. Selection of a consultant and any agreement or contract entered into will be in accordance with the provisions of FAA AC 150/5100-14E Change 1, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects.

The DBE Goal for these professional services is Zero Percent (0%). Therefore, ability to meet the DBE Goal is not one of the evaluation criteria.

HMCAA will not select a consultant to provide QA Testing services on a project if that consultant has already been selected for design services on that project.

This is not a request for price proposals. Proposals containing pricing or fee information will be disqualified.

A brief meeting will be held virtually using Microsoft Teams on August 26th at 1:30 pm to provide an overview of the project and review the information that should be provided in the consultant’s RFQ package.
